What this is, and what it refuses to do
Weather Receipt turns the national weather service's public measurements into one dated record about one address, with the trail back to the source printed on it.
Why it exists
When a storm takes tiles off a roof, the insurer asks for proof that the wind reached the force the policy names. That proof has existed all along, in a public archive, published by the national weather service and free to read — but it is spread across thousands of station files in a fixed-width format, stamped in UTC, with a missing value written as -999.
Selling the reading of that archive was once a meteorologist's afternoon. It is now a query. The price should follow, and the reasoning should be printed on the page rather than kept as the seller's advantage.
The rules this holds itself to
Every figure names the station that produced it, the distance from the address, the dataset, and the archive file it was read from. Nothing is carried forward from a neighbouring hour, and a missing measurement is printed as missing rather than as zero.
One number in the record is calculated rather than measured — an interpolation to the address itself — and it is labelled as calculated everywhere it appears.
Where the nearest station that actually records gusts is more than 25 km away, no record is sold about that address. Across Germany that distance is a median 11.6 km, but it is over 25 km for about one home in fourteen, and no amount of wording fixes that.
What it is not
It is not an expert opinion and not a certificate. Nobody inspects the damage, reads the policy or forms a view about the claim. The document is a data extract with its sources attached, and it says so on its own last page.
